Scientific evidence that the activities of mankind have altered global climate to the extent that our very survival appears to be in jeopardy is incontrovertible. It must be emphasized that global climate change has been a matter of grave concern within the scientific community for some time and has been the subject of an large number of scientific investigations. The vast body of scientific knowledge that has been accumulated over the past 50 years is notable for its high level of agreement, and has been recently reviewed by a United Nations established Intergovernmental Panel on Climate Change (IPCC).(1) Reports(2) recently released by the IPCC clearly state that global climate change is real and primarily caused by the human-caused release of carbon dioxide and other heat-trapping gases into the atmosphere. The IPCC and its various Working Groups are composed of some of the finest minds in the worlds scientific and governmental communities - we would be foolhardy to ignore their findings.

The IPCC was established in 1988 by the two United Nations agencies, the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP) and directed to "assess on a comprehensive, objective, open and transparent basis the scientific, technical and socio-economic information relevant to understanding the scientific basis of risk of human-induced climate change, its potential impacts and options for adaptation and mitigation." 2.)
